Assuming you are actually wearing the correct size (more than half of women aren't), then this suggests that you are either curvy/voluptuous for your size, or that you're *slightly* overweight, but probably not objectionably so. Many guys prefer girls who are curvier, which tends to mean they have slightly larger hips/ass/boobs for their size, while still having a flat stomach.
It's hard to say anything definitively without a picture, but based only on the info provided, you seem to fall in the normal/attractive range.
I never heard a guy say, "her titts are too big". I have heard them say, "damn, look at her titts", or other things of the like. I would not be too concerned about it. I however like smaller breasts, so for me that are too big for my liking. Not saying I would turn you down on that, but as far as my "perfect girl" they are. I wouldn't worry about it. That is the way you were made and I am sure you are perfectly beautiful.
It is more than likely just the size of your ribs that causes you to have a large bra size... I'm a 34C and my boobs I consider to be probably a 34b... I can't wear 34b, though, because of my rib size... Underneath my breast is fairly large, so a 34c bra fits perfectly... Even the cup is snug to my breasts... I am also 5'2...

If the girl is very thin then her breasts would look large.
If the girl is medium size, then her breasts will look proportional.
If the girl is overweight, chances are her breasts may appear small in proportion to her body weight.
I'm 34C and 5'1". Don't know if that's supposed to be abnormal. My boyfriend certainly enjoys how everything looks, proportional or not.
No 36c is the average breast size in America. So, its not too large at all however a 36 band is kind of large which may signify a chunky girl
without seeing a picture it's hard to say. I've seen girls who were 5'4 with C or D boobs but it looked good on her because of her build.

found this using Google. "My nurse practitioner told me that my breasts are "dense", which means it's mostly actual breast tissue... so if I lose weight, my breasts won't shrink. If your breasts aren't dense, then you may see them shrink because they compose mostly fat tissue. so if your boobs are mostly fat tissue just loosing weight in general will help reduce your boob size. I know you are not over weight but maybe you can wear a sports bra and go for walks/jog.
No , what they mean by too large for the frame is the cup size in comparison to how broad you are silly

I suspect one possible reason you think they look bigger than a C cup is because they are. 36C may not be the correct size. If a 5'2" girl has a petite frame, she's almost certainly smaller around the ribs than 36 inches. Which would mean your breasts would need a larger cup than a C.
What's the measurement around your rubs just under your breasts and what the measurement around the fullest part of your bust?

No because as you said its proportional becuase you have wide hips, there's a girl like that and I think she looks pretty normal

face value they seem fairly good sized, almost big, but they don't seem disproportionately large
