IDK if I'd say blue eyes are always prettier, because everyone has different taste. But blue eyes are more vibrant and stand out as a more visible color that draws in more visual attention (such as brighter tones and neons of all color). And blue eyes just seem to stand out more is all.
When my mom and dad were dating before they married, my dad introduced my blue-eyed mom to my grandmother, and my grandmother threw a bitch fit that my mom did not have brown eyes. So this goes to show that not everyone has the same preferences.
Lighter eyes are more NOTICEABLE, because they're relatively rare. Thus, they're more likely to get comments.
That's not the same as them being prettier or making the girl automatically more attractive, though.

Brown eyes are boring and common. not boring as in it's a deal breaker or turnoff, but they're not interesting to most guys (outside of girlsaskguys).

It's not about what girls think. It's about what guys think...For some reason, they're very much attracted to blond hair. Perhaps because blond hair, fair skin and light eyes are seen as feminine features.

I think the attractiveness level gets exaggerated because it's less common. Eye color doesn't mean that much to me.
I will admit, blue and green eyes are actually very pretty. But that doesn't mean that brown eyes can't too. It is just easier for blue eyes to look better.
