It is because showing yourself nude is in bad taste, not because itself is "bad". Sort of how saying "f***" out loud in a crowed room isn't bad, but not tasteful either.
It also isn't because of the "prudish" society of America (which, while it despises female nipples, vaginas and everything below the waste on men is still pretty open to sexual themes). Nobody really wants to see someone nude in their day to day life. Even if society was to see nudity as natural and non-sexual, do you really want yourself or your kids to see some old dude walking around with his 3 inch long pubes while walking in the park? Probably not. It also causes a distraction. Lets face it, non-sexual or not everyone is going to be very focused on you if you are nude unless every single person has grown up seeing all of that all the time. Which almost none of us have.
Because in the United States, the government or whoever considers nudity and sex as the same thing. If there's nudity, there's gonna be sex involved.
I don't see anything wrong with being nude on your balcony or backyard. And nudity is totally not the same as sex. There are nudist groups and cultures in many parts of the world, and sex never comes up unless it's done in private.
Well, I don't really want to see people (women OR men) going nude in public, however, I think people have the right to do whatever they want on their own property.
Although, it is kind of ironic how we live in a somewhat prude society regarding women's sexuality (women are "supposed" to remain virgins until marriage and not indulge in sex or anything regarding their sexuality) yet businesses use half-naked women to appeal to men all the time. Like lace1228 said, women in their panties and bras are shown all the time in public ads and billboards. It makes no sense to me.

Europe has developed neuroses particularly in regards to women's bodies, that sees them as literally offensive and abetting unshakeable evil, to be kept from the eyes of children and from passers-by. It's not that the human body in and of itself is evil but more a thing of common respect. If you are on your property and not going out of your way to flaunt your nudity then I see no problem but in a rental area tanning naked on a balcony would be a problem if other tenants can see you. You may think your the hottest thing on two legs but that doesn't mean everyone else wants the opportunity to see it all. Accidents happen and there are creepy people out there but so long as you are taking reasonable measures to keep private I don't think anyone will really care.
Who said it's a "big deal"? If you're on your own property and decide to be nude, there should be no problems.
It would require a massive cultural shift that would span years and years to ever be okay in the public eye, but I agree that many laws we maintain are backward ideals from the progressive movement and should be eradicated.
There really isn't any reason women or men should have to wear clothes, but I think many see it as a disturbance to the peace igniting sexual tension in public areas. They also think it damages the innocence of children. Now whether or not that's true, it's going to exist in the American belief system for at least a few decades. There is a shift occurring with more and more acceptance of p*rnography and nudity on television, but we are still very far from that point.
This is part of the problem with a representative democracy, because large bodies of people influence the rights of smaller populations.
I just do not think it is appropriate or tasteful to do so.
