Being a guy who has taken time to looks at my thoughts and emotions honestly let me try to answer this question.
Did you know that its is a very common thing for a male to show his penis. Infact most "sex crimes" are nothing more than a male showing a penis.
Most likely he feels safe with you and was experiencing some sexual tension. Showing you his penis was an outlet, since he feels safe with you. They say women are complex, but I would bet it was little more than a vent of sorts and being a male there is ALWAYS the hope that you would give positive feed back, or get naked, or ask to touch/see it in person, and if the fantacy could go all the way to sex he would love to do so. Decide what you felt and what if anything you want to do then just ask him why he did it. Don't try to asume you or other konw the answer. If you are positive and careful you will get a truthful answer. If he feels you were offended don't ever expect a true answer.
Back to the sexual tension, me are hard wired to get excited when they see a female body, or most any part of it unclothed; especially in america. With there being so many women wiuth thighs, brest, shoulders ect hanging out it really does cause sexual tension. There is no equivelent thing like this for a woman. It would be like a man walking past a women and with one passing word they communicated a thousand words of affection, affirmation, familiarity, security, a years of closeness, and every thing a woman needs to be in the mood sexually.
As to those who said this person is just sick ect, well they have their own emotional baggage and were most likely hurt in their past. Ignore comments from people like that as they are not equiped to deal with reality. If you ever tell police this person would have the rest of their life ruined with a life long sexoffender tag, and never have a good job to take of his future family. So please BE CAREFUL who you tell.

There are a number of possible explanations for his action. From what you wrote an educated guess would be that he likes you more than as just a friend. I am quite sure he did not do it in order to anger or hurt you. He probably would like to see you naked and assumed that you would feel the same about seeing him. It does not matter a great deal why he did it, but rather what matters is how you feel about it. If you enjoyed seeing it, he would like to know that. If you did not enjoy seeing, as his friend you need to sit down with him and explain your feeling about what he did. In either case, he is your friend and I am sure you wish too keep the friendship. Sometimes friendships grow into more and sometimes friends do stupid things, but as their friends we discuss it with them and get past it.
It could but then again it could not. My friends are random and they will just pull it out in public so I can't really give you an answer that your looking for. But just don't assume to quickly.
Looking at it from a friend perspective, I'd honestly think that he just wants your opinion on it. Either that, or he just wants sex from you

A way to think of you in maybe a sexual kind of way. Could potentially be his way of breaking the "friend-Zone". Personally I don't believe in the friend-zone but a lot of people do. He might. In which case sex is very likely to be something he's thinking about. Furthermore there is a chance he may want more than sex. He might actually want to date you too.
It definitely doesn't mean he likes you more than a friend. Doing that tells me he likes you less than a friend. It has much more to do with his getting some sexual kick out of showing his dick to a young girl. His taking the liberty to just do this on his own is actually pretty sick since you're his best friend. It's not the natural or normal thing to do. That's not how a person is with a best friend. Don't be surprised that he's done this with some other girl(s) or will.

Rather than thinking why he sent it, think of how it made you feel. Did you like seeing it? If so, then note that the reason he sent it was because he thinks that would sexually excite you. He wants to have sex with you.
