Well for me, a long time ago, it meant that I was sexually frustrated and curious about the female body enough to be bold and cop a few feels on a female friend at the time. I also decided for whatever reason that it was OK to grope a girls leg a few months later during class in high school. the first one fortunately did the right thing and slapped me once in the face every time I grabbed her.
I think it's just something some men can only keep bottled up for so long before they finally just give in to their urges. I have learned that it's not OK to treat women like that. As of now, my luck with women has increased and fulfilling my urges thankfully is no longer a problem for me. Even so, the girl whose leg I groped didn't react to me in anyway, but honestly she also should have slapped me. These days if a girl slaps me, it's usually because she is just insecure or bitchy.
Sounds like he needs to learn to control his impulses and keep his hands to himself. Tell him if he touches you again you'll call the cops, press charges and get a restraining order against him.
If he does it again, do it.
For the same reason why girls always wonder why we are so complicated and over think things; curiosity.
He just wants to touch your boobs and butt because he's too damn curious. In a way, he wants to see how far and how much he can do before you get mad at him.
Think about it though:
We have more things to play with than a guy does. We have boobs that feel so weird and so cool at the same time, and butts that feel much the same way. I don't know how the fuck I WOULDN'T want to know what those feel like if I was a guy.

sometimes you just have to imagine what it would be like to be a guy and then look over at a girl. we are really interesting creatures, and so are they. I find myself often having the same level of curiosities about guys as they would about us.
That he's a jerk with no sense of personal space or respect for other people. It's basically sexual harassment. I would never let a guy I'm not in a relationship with constantly touch or grab me like that.
