No, you can't delete the account altogether. Kik is a mess, isn't it? You can't even get rid of it from your Apple device's purchase history if you've downloaded it at one time, it still sits there in your "purchased" section under downloads. The only thing one can do is 'reset' it and remove it from the device, and then block the app in restrictions.
If anyone else has any idea how to permanently get rid of it I'd like to know too, but so far this is the only thing I've investigated so far.
You probably won't find them when you search their name. They could just be resetting it
Maybe they haven't quite deleted their KiK yet but i hear if they
block or ignore you on KiK that you can still see them but not
much about the deletion of their KiK.
