Which country/culture is the most open to free sex?

It seems like European countries I've visited are VERY open to sex. If I had to pick one, I'll say France wins the title. Heck, their legal age of consent is 15 over there.

From what I learned in a class, it was Sweden actually. The average age to have sex for the first time is 14, and they have more casual sex than anyone else in the world.

Of course, it was just one class. I don't know how accurate that is. It does seem to me that European countries are very promiscuous.

Based on a brief visit I'd have to give the title to Iceland. Followed (of the countries I've been in) by Holland, Sweden, Norway, Belgium the UK and then France.
