I would say that depends on the girl.
I tell my partner all the time he is my favorite person. For me, there isn't a bigger compliment I could give him. Because to me it means I don't have to love you (like you would a parent) but I love spending time with you and the you give me as much as I give you. For me, it was a title he earned through a lot of years of hard times.
So I believe there are women that can mean it as a huge thing. But I do know there are women who are just overly friendly with guys or way too open with who they tell they love or who they compliment.
This is only my opinion but if she thrives on attention or has a lot of interchangeable friends it may not be as deep a compliment as it sounds. If she has a very tight circle of friends, it means she only lets certain people get close to her and you are not only one of the chosen few but you are on the top of that list. Which means it's a huge thing.
If she is close to your age I would hope she knows that you can't say things like that to a guy without him thinking it might mean more. But unless she gives you more signs she really likes you, I would wait and see what happens a little. Because unless you see romantic interest at all in her, she might just mean it as a friendship thing.

She could just be a flirt. BUT I would say it sounds like she is interested in dating you. I have said that before and I was very interested in them.
Favorite person usually means something along the lines of her best friend or really good friend, key word is friend. She probably doesn't want to date you, because she sees you as a friend, but if you like her try and ask her on a date, but don't be surprised if she says she only sees you as a friend.
