Who's fault is it if a woman get's oggled? Does it matter what she's wearing?

Im not saying that the attention is necessarily bad or good. Im just asking who is responsible for it. I know personally I dont like it.

So lets say there's this really attractive woman, and she's walking down the street, she's wearing a nice body con or tight fitting outfit, whos fault is it that she's getting stared at?
Does it matter what she's wearing? Like if she's wearing something modest, is it less her fault, more his? If she's wearing something completely modest (like a t shirt and sweatpants), is it less her fault?
Does it depend on how much she's wearing? Does her body type matter? Does her attractiveness matter? Like if she has big boobs, should she be mindful of the fact that men will stare and dress them down?
And yes, you can still be checked out in a tshirt and joggers lol It doesn't happen as much, but it does happen.

**OMG, time for the misogyny/misandry, ok peeps. I recognize that men get oggled too. HOWEVER i feel that its mostly a woman's issue. Hence, why Im using the gender pronouns. Its kinda like if I were asking about asking people out or paying for dates, I'd use "he" more than she because although yes, women do ask men out and pay for dates, most of those woes are held by men as they are largely the ones affected by it. So please dont get offended, but if you do, sorry but im not sorry :)
If a woman wears provocative clothing, it's her fault.
Even if she's wearing provocative clothing, it's NOT her fault. Always the man's fault
If a woman wears modest clothing, it's her fault.
If a woman wears modest clothing, it's NOT her fault. Man's fault.
Even if a woman wears loose clothing, it's her fault. Always the woman's fault.
If a woman wears loose clothing, it's NOT her fault. Man's fault for oggling.
Regardless of the situation, it's equally the man and woman's fault.

People, I didn't think Id have to clarify this, but obviously a glance is ok. Oggling is staring, especially like at your tits, or legs or crotch even. Im not talking about glancing, im talking about STARING at her body. You know, oggling.
