So lets say there's this really attractive woman, and she's walking down the street, she's wearing a nice body con or tight fitting outfit, whos fault is it that she's getting stared at?
Does it matter what she's wearing? Like if she's wearing something modest, is it less her fault, more his? If she's wearing something completely modest (like a t shirt and sweatpants), is it less her fault?
Does it depend on how much she's wearing? Does her body type matter? Does her attractiveness matter? Like if she has big boobs, should she be mindful of the fact that men will stare and dress them down?
And yes, you can still be checked out in a tshirt and joggers lol It doesn't happen as much, but it does happen.

If the ogling happens as a result of a conscious decision that the woman made, then it is her "fault". If not, it is neither the man nor the woman's "fault".

I'll elaborate: If a woman makes the conscious decision to wear something that was specifically intended to catch people's attention, it is her fault that she is receiving the attention. If, however, she is not wearing such clothes, we can assume that it is her natural appearance that is drawing in the attention. In which case it is not her fault, because she has no control over her natural appearance. In this scenario, the woman is not at "fault", but neither is the man.

The thing is, no matter the scenario, the man cannot be blamed, because more often than not, he has no control over where his attention is initially directed. If he intentionally acts on his urges inappropriately, then he can be blamed. But otherwise, it is out of his control.

Whether or not the woman can be blamed depends on whether or not there was a conscious decision involved to intentionally catch the attention of others. Like I said, if the cause of the attention is her *natural* appearance, it isn't her fault. However, if she altered her appearance in any way, that constitutes as a conscious decision. Therefore, an altercation as minor as applying lipstick or as major as undergoing breast augmentation can justify blaming the woman for the attention she received.

It's not like you "magically" get stared, hollered, whistled at once you become of legal age. It happens when you're a kid. I think it started since I was like 11. The youngest I was having to reject a grown man's advances was 12yrs old. And trust me, he wasn't the first older man to try.
