Erm, that's really controlling and abusive. You shouldn't be beating your child when they're 23, they're a fully grown adult, that's weird.
Also, if you use beatings as a discipline, toy should never slap your child across the face or cause any serious harm because then that becomes abuse. People should also make sure they're not angry when disciplining their children as it's easy to lose control in this state. But the father is controlling and abusive and probably loathes that child.
Slapping someone in the face & calling names at 23 probably isn't ok.. But it depends what she did to deserve it.

in my opinion spanking is fine, just stay away from the face and only do it if it's really bad, and don't hit too hard. Verbal abuse is a no no for me
