Yes that's why I stick to tighter skirts that can't fly up as easily or I wear link something like this underneath if it is going to be windy or I will be walking round a lot. It comes from school because we wear shorts like that under our uniform (girls have to wear skirts/ dresses).

I love wearing dresses but I'm never really worried per say about the wind. I don't know if it happens, it happens I guess. But it's not like I'm going to wear a dress on a day when it's hurricane weather. That's just stupid. I wear dresses on sunny days when there's little to no wind.

Pretty much all I wear are dresses and skirts. I love feeling feminine, and they're way more comfy than jeans. I don't generally worry too much about someone seeing up my skirt/dress because if it's shorter in length I usually wear leggings with it...As for the weather I'm pretty much a pro at handling wind
seriously, its not like that Marilyn Monroe picture with her dress flying up. If its windy, the dress is pressed against my legs, it doesn't go flying up. when I'm sitting, my legs are crossed, you can't see up it. and when I'm walking, there's no way to see up the dress. so no, I don't worry.
It can be worrying at times, which is why I'm very careful about what days to wear skirts or dresses. On the off-chance that I wear a dress or a skirt on a windy day, I really have to cling to the skirt to make sure that it won't get blown up or someth.
Where I live it's really windy even on sunny days and I have both tight and flowy dress. If the dress is flowy then I worry abou thre wind blowing it up and if it's tight I worry about someone looking up it when I sit.

I only worry about it if I'm wearing a loose dress. But in the case, then most of the time I'm wearing something underneath as well :)well I'm 5'1 and I don't meet many hobbits so no I'm not worried about people looking up my dress and besides most of them are tight so it would take some serious wind to lift it up ^_^
I wear skirts a lot because I am feminine and I enjoy it. What you're saying isn't wrong but I think most women that wear dresses and skirts a lot are aware of this and just need to be careful. As a woman, you learn to "manage" your skirt.
I would worry but its inevitable with all the stair cases and wind and other challenges we dress-wearers face...i just trust the population of the world not to look up it
I always wear tights or jeans with dresses so no worries here.

Yes that's why I rarely wear them.
