It depends. Typically if a guy is one of my best friends, then I'll call him out of the blue with no extra meaning attached. With this girl, it sounds like interest. She wanted you to go hang out with her, and when you told her no, she immediately gave you another opportunity. It sounds like she really wants to hang out.
Don't think so much about it. It sounds like she does.
If you're really confused, tell her you're interested and would love to know if the interest was returned...

Yup she is interested. Unless you have an established friendship where she feel as comfy with you as with her gal pals.
How long have you known her ? That could show some interest.
If I called you out of the blue inviting you to go somewhere then yeah you could say I'm interested.
