I know her personally but she said this in an interview which is online. He texted her saying that he took out all his savings for it and everything and her response was just “excuse me?”

I'm not a lawyer do this comment is based solely on what I've heard in similar situations.
First, her initial acceptance of the ring created a legal contract. By breaking off the engagement, she broke the contract, which entitles him to compensation. He got that when she returned the ring. The only way he would be entitled to more is if the ring has lost value. Say the ring cost him $1000 and now a jeweler spprsises it for $800. He would be entitled to an additional $200 from her.

Kudos on her for returning the ring and such, but they typically won't take it back.
Good she didn't marry, I imagine she'd bail in a heartbeat.

She was talking about how she made a change in her life for the better which included quitting her job, breaking off an engagement, and cutting out toxic people.

It is SO toxic. She also talked about she surrounds herself with people who are doing a lot with their lives, which is great, but super shallow. Because success is elastic - some years you’ll win and some you’ll lose. So it comes down to surrounding yourself with people with good character. I don't know she’s an opportunist social climber who puts on this sweet front. She once was flaky with me wanting to set up coffee to learn about my job, kept cancelling. She just finds something so much “better”

HE gave HER the ring. HE handed it over. HE paid for it. HE decided to take out HIS savings for it. SHE didn't ask for it. SHE should have kept it and sold it for money. just the way it is.
