The ugly phrase "I will let you know", when do you guys actually mean it?

A word of history. I have been dating this guy for a short while, last time he asked me out I already had plans and honestly told him so, however I offered him another day which is going to be free. Mind you, I still had plans for the day later in the evening, yet I hoped he would make it since there is a whole day to go. So yesterday, he sent me a follow up text saying "See you tomorrow", I panicked because I thought the plans might clash, so I said I will be available in X-X time frame, to what he asked if he can let me know "tomorrow". Sounds like a flake to me, although he usually keeps his promises! What do you guys think?

Thank you guys for the opinion. He just updated me actually, said he has some work to do and asked if we can meet next time. Hmm... Was I really too hard on him
