Just say it honestly, and accept whatever happens after. You know, if he ends up wanting to make it official, great, if he's fine with you seeing other people and that's what you want, also great. If he's not interested anymore, than you still get to see other people. Just do what's best for yourself and don't be afraid to leave people behind if they don't treat you the way you want to be treated.

Honestly, with a serious matter like this, there is no good way to bring it up. You have to be serious, to be taken seriously. Start off by telling him that you want to talk and from there go someplace quiet and talk things out. Tell him that you don't feel in a relationship nor single and you want something more. From there, let him make a choice.
