I don't think 8 years is enough difference to be a cougar and I think 31 is too young to be a cougar. If I was asked to set "rules" for what constitutes a cougar I would probably say that the woman has to be at least 40 and the guy at least 15 years younger than her.
I dated two different women that were more than 5 years older than I was when I was in my 20s and it really just felt like a typical relationship and I wasn't really aware of the age difference. I think the age difference has to be obvious in order for it to be "cougarish" and I don't think that 31 to 23 is.

those 2 options go hand in hand... yes, it's cougar-ish (just like if roles reversed would be sugar daddy-ish), but that doesn't really matter: it's also fine.
