I would not read anything into it beyond the person wanting to make what he or she is looking for clear so as to avoid wasting the other person’s time if there are dealbreakers in those goals.
I don't see why it would be needy or desperate. If anything it makes clear what you want. I wouldn't want to be told about it months down the road. Better to get it out of the way now.

It is better to be up front about what you are looking for in a relationship instead of both people potentially wasting each other's time.
