Do you get a lunch break for 30 minutes? If so then combined with your 2 15 minute breaks, there you have your 9 hours minus an hour for lunch and breaks.

8 am to 9pm is 9 hours but if you get two 15s that makes it 8.5 hours and if you get a 30 minute lunch that makes it 8 hours.

You're right. But it's just like that everywhere. Only thing you can do is to take an hour break in between.
