Why would someone sound surprised, maybe even upset, that you do not accept their apology for them being rude?

Okay few months ago this woman acted like a five-year-old really in believing others against me.

Fast forward to last week and she mistakenly calls my cell looking for a cashier. Gets rude. Then calls back & tries to apologize for it. I was short with her. And from her tone, etc., it sounded like she was surprised maybe even upset I didn't take her commentary as it was (she said she normally wasn't rude, etc., well she proved herself a very petty woman earlier).

But it's like wth. I don't really care but it doesn't make a lick of sense.
Why would someone sound surprised, maybe even upset, that you do not accept their apology for them being rude?
