On a job interview can I ask if the company can relocate me to a different country or wait until I get hired and work for 6 months then ask?

I find the best ways companies get to know their perspectives is directness, honesty but respect. If you want to ask that, you have the right. But you need to show them where you are not just there for perks and incentives but where it benefits both you and them. I would like jobs like that, but you would need to show competency in intercultural communications, understand the global business and they definitely love people who have studied abroad and or internships in another country. The ones who already have global competency are the ones who get those jobs. Rarely these inexperienced out of the country unless you have worked with people or have experiences of the country you desire to work in. They only relocate you when there is a need for you to be there. Not just because you asked because they will assume you're not going to do your job. As others said, it may be best to ask later on, but if you want to know what is expected of you as they will look at YOU, if they don't already mention and offer that incentive, your least likely to be considered for those perks.
It is best to do independent travel and or start doing some small localized jobs that deal with international and intercultural exposure. The key is definitely learning the countries language and be at level 2 at least if not level 1 on proficiency.
In reading the comments, I actually think it might be best in this particular situation. Like, mention your plans to move in (whatever time frame, a year?) and that should they hire you and things go well, you'd be very interested in transferring to their other branch at that time if the opportunity was there. Something like that. Now you are risking them not hiring you (because you don't plan to stay already), however you are also saying you wish to stay with the company, just possibly transfer at that time, which might work in your favor.
Or you can say nothing and see what happens at that time. But my thoughts are if you mention it now, it not only shows them you're open and honest with them, but they can also maybe start the process of finding you something there. Sometimes it can take time.

At best you can ask if the company has "opportunities abroad" and what they involve.
