What is the best way to approach a situation where your manager is either bullying or attempting to manipulate you indirectly?

Of course I've gotten to the stage where I want to leave and I'm aware there has to be a plan b in place - before doing so.
What are some tactful or diplomatic ways to go about this issue before directly escalating it to a grievance as a conduct issue.
I ll note that I'm part of the union so he will informed.

Sorry I forgot to mention my manager is a woman. However it's known by other managers and staff throughout and the office that she often tells lies and twist the truth for her own personal gain.
