Now having said that if we have the choice between a teacher from another country versus the U. S. and the history of the foreign country is offered it's usually better to choose someone that grew up in that country.
There is no Social Studies class that focuses only on one foreign country to begin with, and being from another country doesn't by itself mean that person can relate to the students, which is necessary. And it's not as if no one from the US has ever lived overseas or learned about other countries.
Was US history the history of a foreign country (because I specifically mentioned that)? And was it at the K-12 level? Was this in the US itself? And the whole class devoted to "English history" (kind of odd that it wasn't at least the UK), was this at the K-12 level or the university level? I have a hard time believing there aren't any US citizens qualified to teach the history of the UK.
@Avicenna Actually both histories were in that specific country, although one of my teachers got a PhD with a speciality in the UK from US colleges, so it's possible. Personally I look at dynasic China, prenorman England, Inca, Aztec, and early 20th Century Europe histories since I never bothered to get beyond a bachelor's degree
@Avicenna it's actually fascinating to look at history from a different perspective. I had a teacher who taught the cold war from Berlin. She had anecdotal expierence with The Berlin Wall.

It should be the best person for the position who gets it... in the education sector, you don't really want to have a quota system when it comes to student's learning
