It's NEVER too late to learn. I started formal Massage Therapy training at 43! Been at it nearly 30 years.
Not too old. I had a few people in their 30s while in uni and I'm pretty sure my sister has a. 70 year old in her law classes.

she would have to be in college and that’s assuming she got good grades in high school in order to be accepted into a top or at least well known college

It's obviously pretty late to start school but if she wants to do it there is no law against it I don't think.
My mother went back to school at that age and it was tough, but her confidence and salary went through the roof.
