I think the main thing to consider is that all characters are fundamentally flawed, that way a character can progress and improve, while staying relatable. So, that makes me think of characters with substantial growth in their story.
A few characters come to mind, such as the brothers from Full Metal Alchemist, but I think the biggest one that comes to mind is Eikichi Onizuka from Great Teacher Onizuka. He starts as a good for nothing gang member and ends up as a teacher who would sacrifice anything for his students.
