I never tell any woman she's attractive without truly meaning it. I wouldn't directly tell a friend that she is less attractive than she thinks, but I would let her know if I thought her view of herself was preventing her from finding a partner (something I've seen numerous times, both in friends and women who weren't friends but I still had some contact with).
But is that what's preventing them? Or just meeting the wrong person? I don't know to me the character of the person matters most. Yes, attraction has to be there. But you can be attracted to someone's mind, their sense of humor, etc. It's different for everyone.

That's a good way of handling it. In the case I'm thinking of, she's clearly delusional, and it's hampering her from finding someone.
