Is it normal to continue hating yourself if the person you wronged forgave you?

My friend wronged this girl very badly twice. The 2nd time was worse though. It involved ruining her reputation and other believing the lies for too long.

It's been over 3 years since she not only forgave my friend but they're good friends now. My friend went from a fake, nasty, narcissist to a nice soul. Till this day, sometimes she cries when remembering how she was back then, still apologizes once in a while (though she said she already forgave and forgot) and hates herself.

I've only known my friend for a year and learned this story from her and a relative. She feels lucky and that she has to still made it up to her. She is surprised to even have her as a friend. Is it normal to feel that way if someone forgave to the point they befriended you?
Is it normal to continue hating yourself if the person you wronged forgave you?
