I have relatives who have done this with their kids, they gave them old phones with no service plans. They still work to call 911 under the law if there is an emergency.They also could get on wifi somewhere, and have internet AND used internet based phones, like magic jack or other brands to make and receive phone calls. This way if they said I'm going over to X friends house. They were required to be on the wifi there so they could be reached while there.It worked good for them, as someone is less likely to do stuff on someones elses wifi that can be tracked.
I see my 7 year old cousins with phones and really worry for future generations.

No it's not
12-13, basic phone without internet, 16-17 for limited internet so that social media isn't much operable. After 18 they should have it , because by that age they know whats wrong and what's right.
