On a nice pair of tits, pokies look incredible. So if the girl is a nice pair, then definitely sexy. Particularly if her breasts have a great shape and firmness, and especially if her nipples point up. It's even hotter if her boobs are big on her frame. But if the girl doesn't have nice tits, then pokies look skanky/gross.

Neither. I'm neutral. Not hot, but not necessarily a bad thing either. It is what it is. It's like a male bulge to girls. Some girls would get turned on by that just like some guys would get turned on by "pokies". Some girls might not want to see a guy's bulge and some guys might not want to see a girl's "pokies".

It's a little ironic. Until the 1920's, almost all women had pokies. Most of our great grandmothers, etc., had pokies, because they worked on farms and in farm house kitchens, with work dresses. These work dresses were relatively thin, and bras did not exist at that time. Thus most of them had pokies. Personally, I think pokies look nice and natural, but I'm also fine with women who wear bras. I know good, decent women who have pokies at times, either deliberately or accidentally, and I certainly would never think of them as skanks.
