I don't know why but an image of a female in a courtroom is a woman with glasses, a bun, and a dress. Don't take this as offensive just its how I imagine it
Don't know about the dress code in the US but here they usually wear formal business dresses in the courtroom
Better with a blazer yea. But the open shoulders are too much if you ask me. I'd get a blose of something. Don't try to stand out with your looks. You'll get a lot more respect from authorities when you can show that your beauty is more in your way than helping you. Your face is pretty enough!

You have the right idea on covering your shoulders which would make what you have. In a courtroom, my gender is not holding you to any modesty standards they do not keep for themselves. However, I am a little skeptical about the aesthetics of what you have in compilation with a blazer even though it would not upset the judge appropriateness wise.

No, for a courtroom you'd usually wear a dark skirt and jacket combo with a white blouse, very formal!

No, not with the off the shoulder top. Blazer would make it a lot better. Generally button shirts or a nice blouse with sleeves would do. But i do like it, looks great, just not for an internship.
