For me it’s a preference. I think the ideal hairstyle for a person depends on their face. I have a big forehead so I like to have my hair come down in like bangs or swoops to help hide it. I think long hair looks good with my face shape. My hair is naturally short and I just don’t think it suits me. But I’ve seen plenty of women who look way better with short hair than long hair.

Being a hairlover and all I'm urged to look very happy when I see a woman with not-so-short-hair. On the other hand it breaks my heart to see a guy with superlong beautiful hair. Feels somewhat like that cute girl u saw at the disco, then to realise she's a transexual. It's somewhat confusing and disappointing. :(

It is society and beauty standards. In some cultures, women don't grow their hair out. African tribes are what immediately spring to mind when I think of this.
Likewise, this is the same for why men don't grow their hair out in some societies and cultures while they do in others. That goes for beards, as well.
Genetics has absolutely nothing to do with it. It's purely societal standards of beauty. There are plenty of boys with long hair and girls with short hair.
