I would definitely still notice her and think that she's attractive. There's a term that we use to refer to that as. It's called low maintenance. It means that the person in reference doesn't have to try very hard if at all to look as good as they do. Anyone can look good with the right amount of makeup and accessories. That being said low maintenance individuals are highly desirable because on the off chance on the extremely rare occasion that they actually do decide to go all out, or even put in a little bit of effort they drastically outshine everyone else.

Yes she is and always be way hotter than an morbidly obese girl who is wearing a pair of $400 shoes, a $900 dress and tons of makeup.

But if she dresses up she can from an 8 to a 10
An obese girl can only go to a 3 to a 4 or maybe a 5 on a really good day and the right angles/lighting.

I don't care at all about fashion and don't even know much about it other than the few trends I've noticed I see a lot of lately, so I don't think so.

Natural beauty will be there no matter how fashionable a person is. I think that appearing sloppy and being unhygienic would decrease attractiveness, but simply dressing in a way that isn't trendy shouldn't unless the person is very fixated on fashion.

There's many different flavors of "hot". There's the one who only looks hot when she is made up just right & dressed just right. Then there's the hot that's hot even when she isn't trying at all. So it depends on all of that.

Will tell you this, many times a woman will tell men: "that woman over there is ugly" and the guys are thinking, "no she isn't". So your idea of hot is probably not the same as a man's.

Depends what you mean by dressed badly. If she always never puts any effort into looking somewhat presentable and always looked untidy, then yes, she’d look less hot. If she dressed casual and looked nonchalant, then that would be attractive, perhaps even more so than spending hours behind the mirror.

How well put together someone is, is frankly a lot more important to me in terms of attractiveness than how they look like before spending any effort.

Bad hair, bad makeup, smell (for example in case of poor oral hygiene) wrong clothes, being unkempt or disheveled, those are all things that can irreversibly kill primary attraction for me.
