What happened with women's perfume?

That's how it's meant to work.
I presume the asker is a woman.
These things are designed to be attractive to the opposite gender. It's not 100% flawless of course, but it generally works. Women's perfume tends to be more floral, more fruity. Men's will tend to have more of a woody or musky tinge.
Over time, we have become attuned to correlate the type of perfume with the gender, and we tend to form biases for or against.

A second reason you may feel this disconnect is that perhaps you yourself may be someone who generally wears perfume. Your olfactory system gets used to your own feminine/girly scent and shuts it out after a while, making it harder for you to perceive it.

Once again though, this isn't a 100% inclusive answer. The chemistry just works this way on the majority of people.
