Is the proper terminology "hip-to-waist" or "waist-to-hip"?

When discussing a person's shape, is it proper to refer to the "hip-to-waist" ratio or its inverse the "waist-to-hip" ratio? I've seen it referred to both ways, but lately more the waist to hip. I don't see why they prefer waist to hip, if that's supposed to be a smaller #.

So, which is the proper measurement?

  • Waist to hip ratio is always a number smaller than one. Which means you devide the smaller number by the larger number.

    So waist-to-hip.
