Well, he needs more confidence in himself, but unfortunately that's something only he can decide to work on or find results. Basically he's insecure and afraid of losing you. There's a belief that he doesn't have enough inherent self worth to be with you, and that should you find this out by talking to another man who is "worth more" you'd leave him.

The other possibility is that you are one woman he wants, but is pursuing several others, this is less likely because if it was me I'd use a stronger argument as to why you're mine and I should be entitled to more. Not impossible though, you can have little game and through persistence build a beautiful sand castle as long as none of the towers know about the others. It takes more confidence and a different approach to be with more than one woman and actually have them know about each other.
