If you have been rejected by a friend, is it ever possible to get with her?

We were having a talk the other day about our friendship (since I've been rejected by her before and it caused a lot of drama).

We're friends but during it, I pretty much told her how I felt (when the last time, I just asked her on a date. It made her mad for a few reasons). I used the past tense as to avoid more drama but I pretty much told her that I cared about her and that she means a lot to me. That I'd treat her well and I just want her to be happy but that she is really important to me

Since I was talking about the past (even though I still feel that way), I wasn't turned down but is it possible that saying that may have an effect?

I'm afraid of asking her out again but I just want to know if its ever possible that we may get together?
