Where is the relations at this point? If it's just some girl I know and think is kind of cute, it would come off very confident, forward, and flirty. If we had been talking for a little while/courting or on a first date and she did that I would take it as a sign that she wants to kiss me on the lips but wants me to initiate.

When a girl kisses a guy on the cheek, its usually a sign of appreciation, a flirty seggetion, a thankyou, or just a good will suggetion, but a guy will always appreciate recieving one, so by all means do it, because even if its just a friendly peck, we enjoy it all the same,x
