I wouldn't say a lot of women do, but it does happen. Most women still prefer to have the man approach them first, but more and more of us are getting tired of that social expectation.

Happens rarely because:

-A lot of people fear rejection

-A lot of people have a lack of self confidence

-Girls expect guys to approach

-People are shallow(its not a bad thing, its just a fact that looks do matter and unless your hot in their eyes, girls will be less inclined to approach you.Works vica versa aswell ofcource)

I've found the most common reason for a girl to walk up to a guy they don't know is a mutual acquantance/friend.

but many girls are more threatened by hot guys. mainly fear of rejection. because they get a bigger confirmation of how undesirable they are
