Is 'southern hospitality' mistaken for flirtation in other areas?

For example: you're walking on a sidewalk, you see the opposite gender approaching to walk in the direction you're leaving. As you two pass each other, he/she makes eye contact, smiles, and says, "Hi!" or "Good morning/afternoon/evening!" then continues walking.

Do people who were not raised to politely speak to every single person they cross paths with consider that flirting?

I'm from Louisiana By the way. I'm just curious because I've noticed some questions like "he made eye contact, is he interested?" or "she smiled at me, was she flirting?" and I think it's just common for everyone to do that. What is it like where you all are from?
