Sometimes, but it is rare. I once popped some corn on the stove using a pot and some canola oil. I accidentally used too much oil, but the popcorn ended up being deep fried and extra crispy. All kernels were popped or partially popped. I love the partially popped kernels!

I've been able to make popcorn without any burnt kernels, but not without the other.
