Why do people purposefully follow others and leave their follow requests on hold?

This girl is very cute she has followers, following more than 1000. She added me first on Instagram a while back. Her profile is private. I friend requested her and she's yet to respond. She is following less than 800 people.

I have no clue how old she is, but she looks 16-18 judging by her profile pic, and I'm 20. She is from Hawaii and I am from California.

It's been about 4 hours since she followed me. No unfollow yet
