There's talk of us taking over a community hall, and installing female urinals. If female urinals work for our company why don't they work elsewhere?

In the UK, this is, so why don't we see them much apart from the places owned by my company? I'm janitor and a I can say they do get used.

The question is not whether urinals work. They work. They save on water. They save on toilet paper. They save on maintenance costs if they are used properly. The issue is whether or not it is convenient and safe.
Men can get away with peeing without needing toilet paper most of the time.
99/100 women will use toilet paper after peeing if they have the option. According to my survey at Can girls can pee in a neat and tidy stream too? Survey. about 44% of women can pee in a tidy stream - which of course means that there is less need for paper, so a urinal might be convenient. But what about the other 56% who are more likely to need paper? It wouldn't be convenient for them not to have paper. Stalls also have doors that should have hooks to hang stuff on like jackets and handbags. It's not convenient not to have hooks in a secure place either.
What about safety? Public toilets can be a target for sexual predators, and stalls with doors that lock are a must for many women.
So, if you want to install female urinals, chances are some girls will use them some of the time, but definitely have stalls as an option. Don't be mean.
Also, it's your job to unclog debris that ends up in the urinal drain.
