If the Earth rotates, why can't we do this?

Let's say you're in New York. Fly a plane up in the clouds, then wait until Illinois is below you, then land. That's what you do if you want to go from NY to Illinois. If the Earth is a ball that rotates and a plane is above it, why do you have to fly, why not wait until your desired location is below you?
