Why does this guy keep staring at my hips and butt?

He is in one of my classes, I don't talk to him, am not interested in him. Though I've noticed that, mostly when I wear a jacket with which you can still see my butt, he stares at my hips or butt, depending on the side he is. He stares a long time until I catch him, then he pretends he is looking at the floor or down next to me. Last time he was seated at the table behind me, when I stood up and turn around to leave, he quickly looked down next to me, while his guy friends seemed to do the same but I felt like they were talking before and suddenly stopped.

if you have a nice butt (generally body) you can't do something about it. whether you confront him and tell him you dont like staring it's not like he's gonna stop staring. on the contrary, he'll be even more careful not to get caught. my idea is to not care at all. he's not the first nor last who will look at your body
