How do YOU define the difference between reliable and clingy?

Let's face it, being too clingy is a problem in today's dating game. Guys and girls alike on here, to their friends and in magazines ask the repeated question: "Am I being too clingy?" or "are they being too clingy?". They never ask, "Is s/he too reliable?"

For example: Jack and Jill are dating. Jack has exams and is stressed to hell; he doesn't have time to sleep let alone talk to Jill! He tells Jill at the beginning of the week that he's double booked and can't talk. She says she understands. During the week Jack's busy, Jill texts him every day with nice things.

Is Jill being the clingy hanger-on or the reliable, supportive girlfriend?

When does somebody start/stop becoming reliable over clingy and vice versa? Let's hear what you've got the say.
