Why are men sooo touchy and grabby all the time?

I know guys are really thirsty and all but is it normal to be all touchy at all times? I mean my boyfriend an I are serious and we love each other but he is sooo touchy! It's really annoying sometimes. He usually like touching ass. Even in public he will find a way to touch my ass. Not to mention while kissing. His hands are all over the place. I don't mind most of the time but sometimes it's just soo disturbing. He doesn't force me with anything as he respects my wishes but i feel bad not allowing him to touch. What should i do? How do i say it to him without making him upset? Ps. He is verrrrry sensitive -which makes things soo much more harder for me.

Some men are not all, I couldn't give it a stuff about being touchy unless we're getting it on, but I'm not going to randomly touch a girl out of nowhere. I'd question a guy's self control if he always felt the need to do that, especially in public. It's alright as a joke of if you're flirting, but not all the time. Just talk to him about it if it's annoying, who gives a fuck if he's 'sensitive', what does that even mean? Lol, he can't do whatever he wants and then play the 'sensitive' card if someone doesn't like it.

Don't worry, not all guys are touchy with women, there's no way in hell I'd be able to touch a girl/girlfriend with out her constant consent. If it bothers you just tell him. Guys know how to take a no.
