So we both were sitting close to each other talking about a paper we need to get done till next week. Suddenly my eyes start to wander towards her boobs and I stare at them for like 5-10 seconds, we both notice me starring, she throws a big smile at me. I go into shock (I'm still partly) and start babbling like an idiot, usually I'm pretty shy and the next thing I know is that I'm asking her if she would like to go see a movie... Which kind of surprised her too... Was that the right thing to do? Should I apologize?

I think it's okay; You could kind of try to be more discreet about your staring in the future, but the fact that she wasn't like "Ug! Perv!" is good I think. I don't think you need to apologize, but perhaps you asking her out was just a cover for being caught staring? Or do you actually like her? Either way, she seemed okay with it.
