From my observations, most men are dense (in this regard) and are oblivious to women checking them out. I don't think it's strange. In most cultures, the male gaze is still the predominant one, and the narrative is that women are seen (and a good proportion of those LIKE to be seen) as the object of desire. The collective gaze rarely falls on the male form, and a good proportion of the population (men and women) both have trouble seeing men as a passive object of desire.
They actually stare back
I think some men do to prevent awkwardness. There were instances where I thought I was being checked out from my peripherals, but I pretended to not notice. Every man is different.
If any girl checks me out I genuinely don't notice. My friend once told me that there are always girls staring at me and I never notice. I personally don't believe him but it's a nice sentiment
