Thats a complex issue. Depends on the stare, the setting, the facial expression, the length etc.
First, one should not stare. That is the basics of good education. No one likes to be stared at by somebody. It is not polite and it is rude.You can take a glance, an assessing look not lasting more than 1 second to see whether you know that person or not. But there is no need to stare, gawk at somebody with your mouth open and drooling.Personally, I don't think much about that type of person, regardless of gender or age of that person. I can understand that a child does it but certainly not an adult.If you catch a person staring at you, you can go up to them and ask "Do I have a stain or something on my face that drew your attention?" The person will stop immediately. That is how I proceed when guys stare at me. It works every time.And there is no real need to smile when someone does it to you.It would be much better to talk to that person rather than to stare. It would make the other person feel better than just to be stared at.
If you're not very good looking and you're staring at them expressionless they're gonna call the cops. Also introverts can smile you're just socially dumb. Big difference.
Most are kond it bothered by it if it's done too long and wonder why he's staring. Just go talk to her.
I don’t like it, it makes me feel uncomfortable. Especially if they’re not being subtle about it.
