Why did he get upset when I talked about moving away if he doesn't want me?

The guy I've been dating for the last near half year got noticeably upset when I said I was considering moving away, and said "that leaves no hope for me then". Still, he doesn't make any effort to lock it down and get into a committed relationship with me. So, what is it he wants to have hope for? I recently again mentioned wanting to move away, and he got kind of startled, and was visibly upset. Yet he didn't tell me he wants me to stay with him. So what is it that he wants? What is it he wants to have hope for? I don't quite get it. I love him and would happily stay with him if he would just ask me to.
