How do you know if you are forcing a friendship with a guy if he keeps saying yes when you ask them to hang out with you?

I only ask, because sometimes he replies right away when I text him to hang. and sometimes he replies hours later. and sometimes he makes an excuse that he can't hang. if the guy liked me (and yes more than friends, bc I like him lol), wouldn't he be ecstatic to respond right away to hang?

I'm also confused bc he shows interest in person when we hang out (touching).

but also, we does he hang out with me for so long when we do get together? and sometimes, I even tell him that he can go home if he's tired (after spending an hour or 2 together) but he says no he's fine and will propose to do more things in the day. plus the touching/being flirty with me
